Inflation in Italy continues to affect household spending, and a new analysis reveals a significant shift in the cities where the cost of living has risen most sharply. A ranking compiled by the National Consumers Union (Unione Nazionale Consumatori), using Istat data from July 2025, shows the impact of price and tariff increases on family budgets across the country. The most expensive cities in Italy for 2025 may come as a surprise.

According to the report, Rimini now holds the title of Italy's most expensive city. A trend inflation rate of 2.8%, the highest in the country, translates into an additional annual expenditure of €771 for a typical family.

Bolzano is ranked second, where a 2.2% price increase results in an annual spending rise of €730 per household. Belluno follows in third place, with an inflation rate of 2.6% leading to an extra €678 in yearly costs for a family. The top five is completed by Pistoia (+€649) and Padua (+€634).

Cities with the highest inflation rate

While the impact on spending is a key measure, the highest inflation rates were recorded in Rimini (2.8%), Cosenza (2.7%), and Belluno (2.6%).

Consumer groups also highlight that sharp price increases in specific sectors are putting pressure on families. Codacons notes that costs related to summer holidays have seen significant rises, including domestic flights (up 35.9% year-on-year) and package holidays (up 10.3%). 

Meanwhile, Assoutenti reports that rising food prices, such as an 8.8% increase for fresh fruit and a 23.4% rise for coffee, are adding an average of €356 per year to a family's grocery bill.

At the other end of the scale, Pisa stands out as the best-performing city. With an inflation rate of just 0.6%, the lowest in Italy, households face a much smaller annual increase in expenditure of €162.

Campobasso is the second most affordable city, with a 0.7% price rise adding €165 to annual living costs. Benevento is third, with an increase of €177 based on a 0.8% inflation rate.
