Italy is preparing to say goodbye to the green pass. From 1st April 2022, the green pass will no longer be compulsory for all outdoor venues (except stadiums) and for many indoor venues (but the requirement to wear an FFP2 mask remains). As far as work is concerned, the requirement for an enhanced green pass or super green pass is also removed, while the basic green pass will remain (but only until 30th April). As of 1st May, the green pass will no longer be required, with the exception of hospitals and nursing homes, where it will remain in force until 31st December 2022. These are the main measures of Italy's new COVID decree, which also includes changes to the vaccination and quarantine requirements.

Enhanced green pass in Italy: where will it be compulsory?

The super green pass, or enhanced green pass, will remain mandatory until 30th April 2022 in the following indoor areas:

  • restaurants
  • leisure centres
  • gaming halls
  • nightclubs
  • cinemas
  • theatres
  • concert halls
  • swimming pools
  • gyms
  • conferences
  • conventions
  • baptisms, communions, weddings

Basic green pass in Italy: where will it be removed and where will it still be used?

As of 1st April 2022, we will be saying goodbye to all types of green passes in Italy, not only the enhanced green pass, but also the basic green pass in the following places:

  • outdoor restaurants and bars
  • outdoor sports activities
  • shops and businesses
  • public offices
  • post offices
  • banks
  • museums
  • local public transport (subways, buses or trams). The obligation to wear an FFP2 mask remains.

The basic green pass will remain in force until 30th April for the following activities or places

  • long-distance transport (planes, ships, high-speed trains, intercity trains, coaches)
  • stadiums
  • canteens
  • public competitions
  • public and private training courses
  • visual interviews in the presence of prisoners
  • inmates
  • adult and juvenile prisons
  • schools (but not required for students) 
  • restaurants if they are located in hotels

Therefore from 1st May 2022, Italy will say goodbye to the green pass completely, while the super green pass will still be around until 31st December 2022.

Green pass at work in Italy

Until 30th April, the green pass requirement applies to people over 50 at work. However, they will no longer be required to have a super green pass, only a basic green pass, without which they will not be able to access their place of work. Those without a green pass will no longer be considered unjustly absent, there will be no suspension of salary, but there will still be a fine of between 600 and 1,500 euros.

Vaccination obligation

As for compulsory vaccination, it remains in place for over 50s (with a fine of 100 euros), teachers and police officers. The vaccine obligation will remain until 31st December 2022 for workers in hospitals and health centres, which will result in suspension from work in case of failure to get vaccinated.

Quarantine for positive contact

Italy is saying goodbye to quarantine for vaccinated and non-vaccinated workers who come into contact with someone who tests positive but who is vaccinated. Such people will have to comply with the self-monitoring regime, including wearing an FFP2 mask for 10 days, with swabbing only in case of symptoms. Only those who test positive should remain in quarantine.

Smart working

With regard to smart working or working from home in Italy, it will be possible to use an individual agreement between employer and employee (therefore with a simplified regime) from 31st March to 30th June 2022.
