Board, lodging and bonuses: how the Island of Elba is trying to solve the shortage of doctors

Crystal-clear waters, breathtaking landscapes and nature to discover. The charm of the Island of Elba continues to attract Italian and foreign tourists every year. However, the local administration also has to deal with the shortage of doctors on the island. This is why the Region of Tuscany is about to approve an incentive package to attract doctors. How? Let's find out together.

It is an extraordinary project of the Region of Tuscany to solve the problem of the shortage of doctors in some peripheral areas and, in detail, to strengthen the staff of the hospital on the Island of Elba, which, especially in summer, welcomes many tourists.

The resolution in question is about to reach the junta and provides numerous incentives, both economic and career-related, funded with 2.5 million euros for 2023. These are 38-hour work week proposals, which offer several advantages:

  • an economic incentive of two thousand euros gross per week;
  • advance of 75% of the transfer fees;
  • canteen service or meal reimbursement;
  • accommodation provided by the Asl or agreement with hotels the cost of which is borne by the Asl;
  • possibility of practising intramoenia in dedicated premises;
  • discounts and conventions for beach umbrellas, cinema, laundry, restaurants, gymnasium, car and motorbike rental.

But how will the doctors be recruited? In the first instance, a list of professionals, already employed by the regional health system, who are available to serve for limited periods of time in peripheral areas will be established. In addition, specific competitions will also be held for the recruitment and hiring of professionals who can meet the needs of peripheral areas, with provision in the call for tenders for specific enhancement and permanence.

The resolution in question would stipulate that the transferring doctors would receive 50% of the allowance for joining the project, the balance being paid in the first useful month after the service has been performed. The specialists would also receive a 50% surcharge for the professional position held at the time of the transfer: this would amount to approximately three to four thousand euros per year.

The appointment will not be for an indefinite period, so that, for those who decide to join, there will be career possibilities already defined after three to six years. In fact, the contract provides for a three-year stay in the suburban area. From the second year, then, the professional will be able to indicate a preference for a new place of work among the most central facilities of the Asl to which he/she will ask to be transferred at the end of the three years.

The doctor newly recruited in the peripheral area, as soon as the probationary period is over, will be granted an increased economic value compared to the normal career path. If they decide to stay six years there will be additional incentives.
