Travellers in Italy face several strike actions in November that could affect city transport, long-distance rail and flights. While recent actions have varied in impact, November’s calendar includes multiple dates where disruption is likely.

Italy's Ministry of Infrastructure and Transport has announced several strikes for November 2025 that could affect travel plans.

  • Friday 7th November: Milan, Palermo and Ponza
  • Friday 14 November: National air traffic control stoppage
  • Thursday 27 to Friday 28 November: 24-hour national rail strike
  • -Cancelled- Friday 28 November: 24-hour airport ground staff strike at multiple airports.
  • Friday 28 November: Nationwide general strike affecting air, rail, maritime and local public transport; motorway services also affected.

Local public transport on Friday, 7th November

Services in Milan and Palermo are expected to run at reduced frequencies, with potential cancellations on buses, trams and metro lines during strike windows. Minimum services are typically maintained during local peak hours. 

Ferry and hydrofoil connections to and from the island of Ponza may also be curtailed or retimed.

Air travel on Friday, 14th November

A national air traffic control stoppage from 1 pm to 5 pm is likely to cause delays and cancellations. Additional airline actions the same day include a 24-hour strike at Volotea and a 1 pm-5 pm stoppage affecting easyJet flying crew.

Flights scheduled to depart between 7 am –10 am and 6 pm to 9 pm are protected by Italian law and should operate, though residual delays around the strike windows are possible.

Rail disruption from Thursday 27 to Friday 28 November

A 24-hour train strike is planned from 9 pm on Thursday to 9 pm on Friday, 28th November. Intercity, high-speed and interregional services are most at risk of disruption, with effects on regional lines depending on participation.

Trenitalia publishes a list of guaranteed services that run during strikes, and operators must provide essential services during peak travel periods.

Airports and a nationwide general strike on Friday, 28 November

A national general strike on the same day covers public and private sectors, including air, rail, maritime and local public transport. Within this framework, rail disruption aligns with the 9 pm Thursday to 9 pm Friday window, and motorway services are expected to be affected from 10 pm on Thursday to 10 pm on Friday.

Passenger rights, protections and refunds

Flights within the protected windows should operate, although airlines may adjust schedules to manage flow. On the rail network, a limited set of guaranteed services runs during strikes. If a pre-booked train is cancelled due to strike action, passengers can travel on an equivalent service or request a full refund.
